mark_l should be qualifying in the top 10 on the grid

Liam Doran banned for 2017

Autosport is reporting Liam Doran has been banned by the MSA for the 2017 season.

Does this mean he cannot compete anywhere in the world, or could he just apply for a licence from another country and compete in a non FIA series?
