No idea - no doubt there's some reasoning behind it but I don't know what.

Can only guess they want to avoid having the cars entering the pit access road at race speed which would result in the pitlane speed limit being enforced well before pitlane itself.

The challenge may well be the nature of the pitlane entry and how it could lead to an unsafe track re-entry should a hardcharger out-brake themselves, travel the grass, and spear back on to the front straight.

When I first saw the new pitlane, the entry looked to be designed wrong and should've taken drivers further away from the race circuit itself and on a significantly different trajectory.

It was designed for bikes.

Still similar to PI, early enforcement of the pit speed would really lead to people going a lap down.

And if you are likely to go a lap down everyone gets the pit stop out of the way as soon as they can in case of a safety car.
Becomes even more of a tyre management follow the leader race.
