I believe WTCC have a fee as well, non-payment resulted in cancellation of a round in Thailand a few years ago. Again not to the financial scale of F1 but clearly enough of a stumbling block.

I would think that F1 (Liberty via FOM) should be leading the charge with respect to marketing/promotion.

Chase Carey would like to bin the concorde agreement and to have a long term partnership instead with those involved in F1.

The intention seems to be the get away from the one upmanship of the past and have different structure to how F1 is organized. I am curious to see how this will happen but I can understand what Carey is trying to do.
