Not a clue but apparently the fee went up when Bernie's close friend Tavo Hellmund was dumped by Epstein and McCombs, the two main investors.
Hellmund went on and brought Mexico City back onto the F1 calendar and it wouldn't surprise me if he's already involved with getting the Jersey GP on the calendar (finally!) as an addition to or if/when/as soon as CotA gets cancelled.
