Looking at the wheels on that Citroen, all it needs is a bit of folded Cornflakes Box flapping in the spokes. (I thought it made my tricycle sound like a motorbike...)

Why not fit a scaled down wind turbine to the car? The turbine could kick in after the battery initially starts the car and then essentially the car would be powering itself, via the turbine.
