Truck rear spoiler

Last week I watched the Homestead Truck race (Great racing! Currently I am watching the Martinsville Truck race; Maybe Truck racing is even better as Cup and N'wide racing! ). Ron Hornaday lost a piece of ducktape between the left and right rear spoiler (see for example the photo below, you can clearly see the tape). He had to come in to replace it.

a) Why requires NASCAR this piece of tape? They use it on Homestead but also on a short track like Martinsville.
b) Why do they not make the spoiler from one part? Or do they adjust the right and left spoiler different?
