spitrans should be qualifying in the top 10 on the grid
classic f/ford fuel tank

I need to make a new fuel tank for a classic f/ford, what are the regs, do I need to foam fill it or can I fit in baffles

If I were you, I'd fill it with foam no matter what the regs say!
It is cheap and easy to do, and it could save your life!
