If it was going to be a factory effort, who would run it as the factory team? Would it go to Kellys, or another local GT team, or would NISMO setup shop here?

Hearing that tomorrows BMW announcement will confirm what was mentioned on the Speedcafe article. Two Factory backed BMWs for Aus GT... But not under the one team.

One will be in Quinns bunker the other car will be run by a team that currently races in V8 Supercars

All will be revealed tomorrow

Could the new BMW M6 GT3 be the catalyst to finally dragging out the Lexus RC GT3 onto racetracks around the world (including here)? For a car that has generated all manner of hype at the Geneva Motor Show in 2014 its pretty much been the car racing version of the Loch Ness Monster...

Short answer: no. Long answer - RC-F GT3 is still too slow after a full year of development, and does not yet have FIA homologation because of it.

of course the problem with that headline is that it isnt a factory effort and there are no factory teams in GT# in Aust

As to your 2nd point Peckstar - I think that is a positive.

This is factory supported entry. Ie the entry wouldnt exist outside of BMW commitment to Australian GT and the SRM.

There are no "official" factory teams anywhere in GT3 worldwide. All factory teams are thinly-disguised as privateers though. Privateers with suspiciously large amount of manufacturer-lent engineering personnel working in the race team.
