Death of Bernie E would be a start.He has made it like it is. My vision is that GP racing should be like the FF festival with hundreds of entries from all over the world,being eliminated in qualifying heats,semis,etc,during the week down to a final grid of 26.

What about a rule disallowing drivers from any country that delivered a WDC during the previous 25 seasons?

The french event, knowed as the race of the "Automobile club de France", was the greatest event of the begining of the 20th century. No other event could challenge again this race.
So to try to challenge the french domination Italian decided to built a race track where Italian manufacturors could test and improve theirs cars.
That is the reason why in Monza you have many tracks. The road track of course but also an oval ( there's also a special corner before turn 1 which was built later to test specific cars ).
The french domination has stoped at the begining of the 30.
