How about a team boycott?

The teams and drivers in F1 are clearly pi***d off. So why not threaten to boycott races unless something is done about Ferrari. Remember that F1 needs a minimum grid of 16 cars to go ahead.

I don't know if the battle lines have been drawn that clearly yet... The other teams will want to have that option open to themselves, especially Williams and McLaren, and probably Renault too.

One the other hand, it's a chance to enhance the loyalty of fans by siding with us, and making Ferarri look like the enemy.

If such a thing happened, I've got to believe the FIA could still put on a race with older privately-owned cars still legal under the rules, and giving provisional Super Liscenses to some young drivers who'd kill for the chance to drive even in a farce of an F1 race (mostly Japanese, I'd wager). It wouldn't cause a race to be cancelled, but it'd make a statement.

The chances of any of that happening, though, are miniscule.

I'm with Wrex on this one - once a precedent for this kind of thing is started, it could backfire on any of the "top" teams if "mid and low tier" teams decided to gang up on them. No way they're going to take a chance of that happening.
