The regional series, WUSCC and ELMS, depend on the P2s as the top class, so it makes sense that they should have open engines.
WEC is looking for P2 there to be cheap, simple and profitable. I am sure whoever supplies the engines will be paying for the privilege. Is possible also that whoever is contracted to supply the spec WEC P2 motors didn't want to supply ELMS, possibly because it simply wouldn't have been profitable--too many subsidized leases, not enough exposure. |

If they produce such engine at the capped price, then yes.
Which might not bode well for engine reliability I suppose. Could we see the current dominant Nissan engine return in 2017 in some beefed up shape or form? |

Autosport reports that five companies have submitted LMP2 engine tenders: Gibson Engineering, Engine Developments via the Judd brand, Mecachrome, “another surprise European engine builder,” and “a bidder from Japan.”

AER has 2 engines that could fit, the 4 cylinder Indy Lights turbo and the GP3 V6 engine.

There are just one possible choice, Gibson. They have a lot of likely engines and they currently equip about 80% of the grid.
I'm really surprised about the lack of presence of Cosworth |

They can still power teams at Le Mans, ELMS, (prob) AsLMS, NASCAR-IMSA, grandfathering period, and LMP1, so nothing's really been lost, only the cashing in deal in WEC which just as the chassis supply deal was likely already decided in French bunkers last winter anyway and the rest of the "process" has been formality show
Judd would've been appropriately fitted for LMP3 supply if that wasn't totally spec too I wish some theoretical P1 privateer would choose them, we know they can supply them upon request, and in big Vs too |
