HH Tech should be qualifying in the top 10 on the grid
HTP Change of ownership/Country

Hi

If you buy a car with a HTP from another contry do you have to cange it so it belongs to your home contrys ASN?

A friend of mine bought a car and now the swedish ASN (SBF) want´s him to cange the HTP so it belongs to the swedish ASN at a price of £160

I thought that the HTP was an internationa document

4.1.3 The HTP is the property of the issuing ASN and can be withdrawn
at any time by order of the FIA HMSC. The HTP can be obtained
from the ASN by a resident, or a national, of that ASN. The
applicant is responsible for the completion of the HTP before
returning it to the ASN. The ASN will keep the original of the
form and the application details. The ASN will issue the applicant
with a certifi ed copy validated by the perforations and supply
the FIA database with details and copies of all issued Identity
documents.

4.1.7
Change of ownership: the HTP is an International document
and must be accepted by all ASNs. In the event of change of
ownership to a different country, the new ASN must recognize
the form issued to the car, notify the issuing ASN of the change of
owner and request the delivery of the original and the supporting
documentation. The new ASN may issue its own national number
to the original form.


I interpret this as the form must be issued where the first owner applying for a HTP resides. No change neccesary for the owners with further change of ownership.

How do you interpret this?

The HTP is about the car not the owner.
The regulations were written understanding that, and that if an ASN required that an owner needed a nationally issued HTP-rather than the original- it would be an inexpesive adminsitrative proces just to change the HTP number on the form to the new ASN and to give it a new number-the FIA number being fixed. The issuing ASN is obliged to send its file on the car to the new ASN-including the inspectors re[port and the originals of the photographs
UK charges £60 for the change, USA $150.
That would seem to reasonably reflect an administration fee.
