There's a good bit of history in the http://www.cart.com site, but frankly I've got all my info from Autocourse books... Particularly the "CART First 20 Years" 1979-1998, by Rick Shaffer (but maybe you got it already)

Very impressive section that, brigns a few of the facts much clearer. It certainly implies that road & street racing is something Tony George largely dislikes, as is racing overseas outside the US. Makes a mockery of some of his recent proclaimations.
