Well because allowing a team with the worldwide resources of Penske to 8-post shaker rig and wind tunnel test would be so good for the sport...

20 years ago we had unlimited testing, and teams like Gibsons and HRT won everything, restrictions have been put in place to try to level the playing field.

Probably only HRT (through TWR), FPR (through Prodrive) and Penske (now) have ever really had the resources to do any of this sort of testing, so it is really a non-issue.

Shouldn't a championship that considers itself "the worlds best touring car championship" and has long-held aspirations to race in overseas markets, make the most of world class facilities?

We've had domination with the current choked rules as is too (just look at 2012)

Motor Racing is not supposed to be fair, the best should always win.

Which is what we have now. The whole idea of restriction and control parts is to level the playing field so that in theory the best team and driver wins, thus making it a sporting contest rather than a spending/engineering contest.

It is the team and driver doing the best job that should have the advantage and win in a controlled series environment. Sometimes that means domination by one team/driver but as you say, that is part of motor racing.

If anything, things could probably be a tad tighter in terms of control parts.

Front uprights for instance, seem to be a place where teams are spending a lot of time and money.

My reservation is the restriction on 1st time main game drivers is that the encumbent drivers are protected from international competition.
