Graham should be qualifying in the top 10 on the grid

Two questions again...

Q9. In what year were single seaters permitted into GP?

Q10. Who was the Category 1 European Hillclimb Champion in 1995?

I've only got the answer to question #10.
The 1995 European Hillclimb Champion in Category 1 was Otakar Kramsky from Czechia.

Gerard.
