Based on slow responses, I think we can conclude the season wasn't very exciting then? I started a similar discussion about the 2013 F1 season, there are were a lot more answers, not bad for a "boring" season. Back to Indy:

1. Extremely close finish in Sao Paulo Indy race. The NBC even briefly put Sato as the winner of the race instead of Hinchcliffe.
2. Carlos Muñoz almost wins Indy 500.
3. Simon Pagenaud wins twice.
4. Mike Conway runs strongly in Detroit, wins one race. The other was won by Pagenaud making Detroit race outcomes pretty unexpected and exciting.
5. Texas Firestone 550 is a big snooze fest.
6. Sonoma: a disappointing race, boring plus there was the unfortunate pit incident involving Dixon and Penske crew.
7. Dario's crash in Houston and subsequent exit from IndyCar. I thought DW12 isn't supposed to take off like that.

It's another example of how crippled the IndyCar fanbase and overall interest is. 2013 had some great racing with some surprises...much more exciting than F1 imo...but fans (both casual and regular) still turn-off.

I'm not sure about surprises, but nearly every race was thrilling. I remember especially Sao Paulo, Indianapolis and Fontana.

I don't have a top 10 but my surprise of the year was Franchitti's sudden and forced retirement. He survived an horrific accident and the initial report and prognosis was good, with photos of him looking cheerful as he came out of hospital, with fans wishing him a speedy recovery and suddenly he announces his retirement.

In my opinion two were the most exciting surprises of the 2013: the immediate competitiveness of Carlos Munoz, and the strong performances of Mike Conway in a lot of races...Munoz was surprising not only at Indy, but in Fontana too (he was third when he crashed)...the most surprising thing was that you would expect he was dominant in Indy Lights, and he wasn't...really strange...about Conway, he was competetive not only in Detoit, but in Long Beach too with another team...really impressive...

But I take in the suurprising category also another fact: the end of Kanaan curse at Indy...when there is a curse, it's difficult to defeat it (I'm thinking about Michael Andretti for example)...I'm really happy that this time it happened...

Munoz at Indy (of course), and how glum he seemed in the post-race interview.

The poor state of the catch fences at Baltimore, including the apparently-missing safety cabling through it. A HUGE piece of that fence ended up at the TOP of the grandstand. That, to me, was pretty surprising, even for such a high-impact crash.

Sato wins and for a while looks like having a crack at the championship.

So many different winners in the early part of the season.

Conway taking everyone to school in Detroit.

Charlie Kimball winning a race.

The outstandingly poor performance of Dario Franchitti.

The poor performance of both the Ganassi and Penske teams early in the season.

Helio fading towards the end of the season.

Dixon taking everyone to school (twice) in Toronto.

The utter failure of the standing start in Toronto - and as an added surprise, the fan-friendly immediate response of IndyCar and Honda Indy Toronto to have one for race #2, which wasn't planned initially.

The total fiasco of attrition that was Fontana. Maybe it's always like that, but honestly now... how many cars finished? That ain't racing in my book.

Hinch's inconsistency - some wins, but a lot of really low results.

Not really a surprise, but a pleasant occurrence - Simon Pagenaud taking a couple of wins. 'Bout time.
