You beat me to it - the ACO will not speed up LMP1 when they can spin something safety-related to justify reigning in LMP2 and try to save face. Everyone will know the real reason for it, but as long as the press release doesn't state it outright that will be enough to keep a semblance of Gallic pride.

Expect a large increase in restrictor size in 3, 2, 1 ...
