Well that's not exactly right, at least for the current year.
From mid-august until end of season he will both run F3 and F Nippon.

Yes.
James has reported holding the posts of F3 and F Nippon also by TV news of Japan(Report by Formula1 TV Commentator Kazuhito Kawai).

But since I'm the fan of Ryo Fukuda, I'm sorry this determination.
Rumor that Ryo returns to Europe is flowing in the Japanese fan.
