According to the text, The car is fully functional and apparently even has a sat-nav, LOL! Wonder how you can find used michelin grooved tyres though...

The FIA regulations are at this link

and you want to read Appendix X on page 188 but basically it allows cars from 1/1/1977 to 31/12/1982 and 3-litre F1 between 1/1/1977 to 31/12/1985, so that rules out the Sauber
