True but you can remove them from the equation and re-write the rule book, as we've seen with double-diffusers, F-ducts etc. How far they are willing to go, is I think what's at the heart of this.

The current cars have far more downforce than they did before they had DRS fitted, and the cars couldn't overtake then, which is why they now have DRS.

Interestingly, the 2009 budget cap regulations stated that movable front and rear wings would be used and that they could be used at any time, so the cars would be just as fast as they are now around corners and probably faster on the straights. You should never let politics get in the way of a good idea. Oh well.
