It was, (&probably is still), possible to get them from the FIA....at a cost

Just head over to http://www.fia.com/regle/reg_spt/F1spt-a.htm for Sporting Regulations, and http://www.fia.com/regle/reg_tec/F1tec-a.htm for the Technical Regs. Couldn't be simpler! |

or another way is to go and see Ron Dennis of McLaren and ask to have their copy because it seems they arent using them
