I think you are looking for a conspiracy where one doesn't exist.
It is true that HRC initially asked for the rookie rule to be scrapped to allow Marquez to replace Stoner. That request was at first refused by DORNA. It was when DORNA tried to slip MM into a Honda satellite team (he is contracted to Honda so was never going to ride any other brand) that the satellite teams said that they did not want him OR the rule.
The rule was originally put in place in an attempt to raise the profile of the smaller teams and help them to attract sponsors etc. What was not considered is that these "rookies" don't come to MotoGP alone, they come with their entire team. This effectively meant that in order to take on a rookie they would have to sack their existing team and then rehire them at the end of the 12 months. That is costly and disruptive to the satellite teams and as such THEY requested that the rule be dropped.
Sure HRC ended up getting what they were after but through the satellites' request not their own. As HRC's initial request was rejected IF a satellite team had wanted to take on Marquez then it is likely that the rookie rule would have been enforced. They didn't so it wasn't. No HRC conspiracy.
