Keeping in mind in all this is that a GT3 Cup and an FIA spec GT3R are totally different cars really. GTD is supposed to have the GT3 Cup as it's benchmark, but the GT3 Cup is nothing near or close to the GT3R, which is the FIA GT3 spec version of the 911. (The GT3 RSR is the GTE version)

So basically the 'true' FIA GT3 cars (R8, AMG, etc) are all dumbed down to MUCH lower levels of performance (the Gt3 Cup benchmark) in the GTD class. If USRC were to make it a true Gt3 class the GT3R would need to be an option rather than a cup car, but at that point they're stepping on the toes of the GTE machines pace-wise, budgets go up (I would guess) and at some tracks the GT3 cars would likely be faster. (more horsepower but less aero would suit Daytona I would guess)

The lower GT class will have the stupid 911 GT America as its benchmark, not a 911 Cup car.
