Are they though? What actual costs have they got?
From the top of my head:
Permit fees
Rescue
Doctor
Recovery (possibly in house anyway)
Security/gate staff? Wouldn't be surprised if that's volunteers or local charity who get a cut of the gate.
I'm not suggesting that they're running it well, but I wouldn't be surprised if the event is wiping it's face.
