That's what I was wondering. Nobody spills fuel on purpose, it's always an error/accident, so if you are going to give Murphy a 5 min penalty for spilling fuel, then the same should go for everyone.... and it seemed like quite a delay while Brock was still circulating without any penalty.
Stop/go yes, 1 minute or 2 maybe.... but 5 mins? Seems far too harsh.
