Just as in Q1 a couple of hours ago where ALO and GRO set the exact same time, but ALO goes through to Q2 as he set the time first.

That applies to qualifying but I thought the Grid Penalty Championship was on a race by race basis, like the WDC? The penalties are given on a race by race basis.
