It's almost impossible to enjoy a meal down here without being fumigated by someone, yes you can sit inside with aircon but most people want to sit out where smoking is allowed.
If you happen to be near a table with teenagers you know that the first thing they do is light up, I think that they come out of the womb complete with a fag on !
