They could do it in more steps. for SPA for instance they could give more power to Alpine and to Toyota the possibility to deploy the hybrid power from 1 kmh - even though it would be a serious problem with the engineers to recalibrate the deployment for one lap.

the second step could be the next race where Toyota can take some ballast out - do they have ballast now?

the third step could be easing the on the air restrictor rules - not sure, whether their power plant was scaled down by ACO either..
