IMO performance reduction for privateers is 100% given, they published those numbers to attract more entries, now that they are all "locked in" equalisation is inevitable.
Toyota doesn't need to sandbag, actually they can't sandbag because we all know what times they (and Porsche) achieved in 2016 at Paul Ricard.
