Murata mentioned the transient response that affects the comfort of the driver.
Toyota digitized the drivability, and seeked with drivers point of compromise between drivability and performance.
Drivers dislike lift-off (off throttle pedal) very much. In contrast, they don't feel uncomfortable with off hybrid-boost.
However, it effects performance very much.
So while observing all the disadvantages of controlling the transient response with motor/engine and the improvement of the lap time, they finally decided the figures with agreement of drivers.
