Yes - I remember Hamilton referring to it over team radio.
If it had just been cars stranded, particularly off track, I would imagine a VSC brings the speed of passing cars down enough to reduce the risk.
In the case of items on track that require removal, a full SC is typically needed to bring the pack together, creating a gap in traffic that allows marshals to go onto the track surface safely.
