Because there is a rule regarding tires and it's not a free run what you want class, believe it's like LMP2 and the tire is nominated preseason. The rules apparently state a change must be approved by competitors and one team, most reported Dragonspeed right away, vetoed the measure. Why write that rule at all is a bigger question but believe it had to do with the promises of keeping costs in line for the privateer cars. Isn't there also a restriction on the bodywork changes, testing and many other areas? If you start down the slope of listening to the teams in an attempt to shave costs, one team is going to show-string the budget and want no part in anything beyond their outlay at the start. Extra testing to understand a new tire would be an extra cost they weren't willing to take on. Right or wrong they were offered the option and took what they felt was the best option for them to remain semi-competitive. Probably why they, Dragonspeed, also do not have the upgraded Gibson and now are stepping back to just Indy. You know the costs of Indy going in, for the most part at least.
