That's a bit too simplistic, those two are purely commercial businesses. HSR are a sanctioning body and automobile club that also run Historic race meetings. Their involvement goes back to 1977 and the first running of 'The Mitty' at Road Atlanta, and they operate on the East Coast and in Canada.
The other big club, sanctioning body and organiser, the Sportscar Vintage Racing Association (SVRA) were also foundeed in the late '70s and (correct me if I'm wrong Cliff R
) used to concentrate on the West Coast and central US. Seems in the last few years they have expanded their coverage of the countries circuits.
The SCCA / Sportscar Club of America tend to run the modern pro race series but do also organise club racing, as well as Rallying, Autocross (autotest in old English) and time trials. Nothing specifically historic, though.
Pretty sure from memory there was a time when HSR and SVRA car technical /eligibility regulations were different, and of course there was no FiA involved.....
