With Bjork and Muller it would suggest, that 3-car teams are disallowed, but 4-car ones are fine? So this way one team could lock out a single manufacturer's limit. What would happen to BRC then? It makes little sense for me right now.
Also the implication could mean, that there are no 1-car teams allowed (2+2 or 4 cars).
