The FCY came out when they were in S2, so they had time to pit. As discussed by MWM, they were going to violate the drive time limit even without the FCY, because the final lap does not end at the 4 hour mark, it extends until the car crosses the finish line. So TDS were going to break the drive time rules, yellow or no yellow, and got away with it.
Others have lost wins and championships from drive time rules. They had their chance to pit and chose not to.
