The Holden Racing were supposedly spending around $10m to run two winning vehicles 20 years ago, which is equivalent to $15.6m AUD in 2019 dollars.

In this context, the DJRTP 2019 budget to run two winning vehicles seems perfectly reasonable and is entirely consistent with precedent.

IIRC, a budget cap of $7m per two cars was proposed for the 2008 season, known then as the Total Racing Expenditure Cap (TREC), but this regulation was rejected. and never implemented. In 2019 dollars, this would be a cap of $8.4m per two cars per season.

All a TREC would do, would be to make it attractive to run four cars, with two unloved "Krates", and the remainder of the Krate's $8.4m barrelled into development onto the lead two cars.
