They made a 3-week break so that the drivers could have a little R&R during the season. And if you're referring to the 1-week break between Europe and France, that was done so that the 3-week break would be possible without extending the season (dumb I think, because now we have to wait longer in the off-season). They chose those two races to make it possible to have the break (the Nurburgring and Magny-Cours are the two closest tracks, unless I'm mistaken).
