You're totally right! More I think of it, more I realize this is a good move.
The main problem moving into GP2 is tyre management... GP2 rookies don't have that much time to practice on tyre degradation management (race) and soft tyre extra momentum (quali), that's why generally rookies struggle at least half a season in GP2 (see Marciello & Vandoorne).
In that way GP3 is an interesting step, either to jump to GP2 or F1 afterwords.
