Why else keep all 200 employees who worked on the LMP1 program if they don't expect to be back or aren't working on something? I doubt that generosity on the part of Audi and Audi Sport is the number one factor here.
You kinda provided a rebuttal in your 2nd post to your 1st. You can't say the ACO made a half hearted attempt without knowing what 2020 holds. If new regulations are coming then, you can bet some other manufacturer wants to have those rules to their liking. In the meantime, Toyota, Porsche, CLM, Manor, SMP(?) will suffice.
