If I read that correctly then most historic racing cant take place as most of it is a "National event"

this rates a good 9,1 on the 0-10 garbled-scale

My interpretation is that it means that “club racing” can take place in July, whether historic or not, but not things like British GT, F3, BTCC as these meetings generally require more marshals, more officials, more infrastructure, more large teams with numerous staff, more hospitality etc.
I guess that they are assuming that club racing can take place with less people overall. They may also be using club racing as an experiment to see if it can take place within the guidelines?
As for CSCC and other clubs with big participation, it may be that numbers of helpers have to be limited but I would still suggest that social distancing can be observed. Not sure what happens at drivers change overs when help with belts is required though. PPE, I suppose.
