So initial prototype built in Cologne, as well as complete engine and aero. Chassis done in Finland.
Makes sense for a facility that has all that experience with F1 & GT racing, plus a wind tunnel to do all that work.
But it seems their rally car was built to incomplete regulations and didn't cut the mustard.

The TMG car was ditched. Cologne continue with the engine alone. The rest of the car was made from scratch (and now run) by Tommi Makinen Racing, a team who only ever built Subaru Group N cars from kits up until the Toyota deal.
To clarify, 'Gazoo' is the official brand name given to many Toyota-backed teams. So, the Hilux racing in Dakar is 'Toyota Gazzoo Racing' but it's run by a team from South Africa. Likewise with the WRC team by TMR.
The point being Team 18 isn't a stretch for Toyota. Prior, TMR built cars from kits, similar-ish to Team 18 with parts from 888. Whether or not it's true that there is a discussion remains to be seen. Back on topic now, apologies.
