Sadly there are a number of tracks that don't have the capability to do this, normally down to bandwidth restrictions. We always have live timing up on our phones, especially on long distance races, which gives the flag marshal notice of who's pitted etc.
Personally I think it's a great idea, especially as a lot of the fields for an incident report could be self populating but it's about as likely to happen as every driver taking the correct action with flags !
