You can design your own tracks for GP1, GP2 and GP3, but it takes a lot of time (dozens of hours), and a very broad knowledge of hex editing and stuff. I gave it a shot with GP2 - found it impossible.
I believe MotoRacer 2 comes with a track editor, but it is hardly a brilliant game...
