According to "Ford in Britain", by Martin Rawbone, the 1500 was announced in January 1963, the Lotus Cortina a few days later, the GT in April. If I remember correctly Ford raced GTs for a while from April 1963, as the Lotus hadn't yet been homologated.

However, the 116E 1,500cc engine was available in the Consul Classic from August 1962. . .
