Something light like 205 GTi or Golf would be ideal, plus making it stiffer (cage, suspension etc) would make it fly.
Have a look for ex-750MC Hot Hatch/Stock Hatch cars, usually easy to make raod legal (if they aren't already),, plus stuff like the cage, suspension and other bits and pieces are already done. Might break the £1k budget though, depends if you want to get your hands dirty.
