I think the problem is CART survives mainly on US companies with US interest. Why would Honda USA and Toyota North America care about market share overseas? Thats what the F1 programs are for. CART, business wide, is a bit of an anamoly and sadly its to its detriment.
The numbers generally come from the networks or some sort of network monitoring system *shrug*
