Yep, but they would still find a way to sneak the fine payments through on the consumer bills.
Making the Board pay for it personally might liven things up.
Obviously that would not be an appropriate thing to do if a board member was was an active motor sport enthusiast pumping a significant amount of his or her recompense into funding their interest in whatever branch of motor sport they preferred.
