Not universally true. Depends on whose flag regulations they are running to. Note that F1 differs from FIA which differs from the UK's MSA rules.
Doubtless this is why the A1GP regulations contain some provisions about flag signals so that the organisers know (and the drivers, in theory
) exactly what rules apply regardless of which country they are in. Pity if they did not tell the hapless marshals who actually operate and report on these signals.
