You dont have to pay $10 to access the top of the mountain. Access to the top of the mountain is included with your normal entry.
However if you want to take a car up, then you need to pay to take your car up.
your argument is the same as you should be able to take your car into the pits because you have paid to enter, But that is also stopped.
