I think it means the manufacturers that are interested already have a program or a program planned. And I guess they feel there are still a couple more manufacturers still evaluating a GT program so they think their odds are better there.
Putting on my rosy glasses I would say that indicates there will be an additional program or two for prototype in the near future. 😀
